What are Troup County Public Records?

According to Georgia Open Record Act, Public records constitute all documents received or maintained by private persons or entities and government agencies that are used in performing their function, a service, or are stored for future government use. These documents may be in the form of papers, letters, books, maps, tapes, pictures, computer-generated or based information, data, or other similar materials.

As such, Troup County public records are open for public inspection and copying. However, certain records may be specifically exempted from this rule by court order, state laws, or federal laws. Some examples of these records are detailed in sections 50-18-72 of the Act. They include and are not limited to:

  • Records meant to be kept confidential by federal or state laws
  • Medical or veterinary. Because disclosure of these records could lead to an invasion of the subject’s privacy
  • Law enforcement or prosecution records whose disclosure could reveal the identity of a confidential source, confidential investigative or prosecution material, endanger a person's life or physical safety, or uncover the presence of confidential surveillance or investigation.
  • Records of a pending investigation of law enforcement, regulatory, or prosecution agencies expect initial police arrest reports and incident reports in some cases.
  • Jury data list. These include and are not limited to the names, dates of birth, addresses, ages, race, gender, telephone numbers, social security numbers, ethnicity (if available), and other confidential identifying information of jurors.
  • Records of confidential evaluations and examination of governmental agencies related to hiring a public officer or employee
  • Records related to the investigation, firing, or suspension of public officers or employees due to complaints until 10 days after its conclusion.
  • Record of real estate appraisals, engineering or feasibility estimates, or other records generated for or by the state or local agencies until the property is sold or the proposed transaction abandoned or closed.

Other than government agencies, several third-party websites also supply public records. With the tools featured on these third-party websites, users may perform comprehensive single or multiple record searches. To aid the search, users have to provide certain information about their requested record. These include; the subject of the record’s name, their requester’s address, the case number (if known), the location of the subject or the document, and the subject's last known address. Unfortunately, because third-party websites are non-government sponsored, the availability and results of record may differ by service providers.

Troup County Crime Statistics

According to Georgia 2020 crime statistics, Troup county had a crime index of 1,966. A county crime index is the estimated all-inclusive level of crime in the county. Larceny theft made up most of the county's crime index, recorded at 1,461 offenses. Records of other offenses include six (6) murders, 26 rapes, 36 robberies, 115 aggravated assaults, 200 burglaries, 120 motor vehicle theft, and two (2) arson.

Compared to Georgia's 2019 crime statistics which recorded the County's 2019 crime index at 821. Thus, between 2019 and 2020 Troup County had an 11.45% increase in crimes committed.

Are Troup County Criminal Records Public?

Yes. Per Georgia Open Records Act, Troup county criminal records are public records. Each county resident has the right to inspect and request copies of these records except those particularly exempted by federal or state laws.

There are several ways interested persons may obtain Troup County criminal records. Requesters may submit a completed open record request application form in person or by mail to the County’s sheriff's office at:

Alternatively, record seekers may make an online record request through the open record request portal. Through the portal, record seekers can submit a criminal record request and track their request progress. After submitting a record request on the portal, record seekers are notified within three (3) business days if the requested record is available or a timeline when it would be available. The notification would also include the cost to search, obtain, copy, and inspect the requested record.

To obtain another person’s Troup County criminal record, seekers would need to provide a signed consent of the subject of the record along with their request. The signed consent form must contain the subject's full name, social security number, date of birth, and address. However, felony conviction records are obtainable without the consent of the record’s subject. To obtain these records, record seekers may submit a written request to the County’s sheriff's office. Alternatively, requests may be submitted online through the Georgia felon search website at a $15 fee per record requested.

How to Obtain Troup County Police Reports and Arrest Records?

Similar to criminal records, Troup County police reports and arrest records are maintained and are obtainable through the County Sheriff's Office. Record seekers may need to provide certain information regarding the request record to aid the inquiry process. This information includes; the subject of the record’s name, their arrest date, details of the incident, and other particularities. The county sheriff's office may charge a fee for furnishing each copy of a requested record. How to Find Sex Offender Information in Troup County

Interested persons may find a sex offender’s information in Troup County online through the OffenderWatch® portal and Georgia sex offender registry. The OffenderWatch® is an online portal maintained by the Troup County Sheriff's Office. The portal serves as a means through which county residents may track the whereabouts and conduct of sex offenders in Vigo County. There are several ways to perform a sex offender through this portal which include; by offender’s name, city, internet/email, and phone number. In addition, an “in your area” search and a “non-compliant” search may also be performed. The portal provides detailed information about each offender. These include an offender’s name, photo, aliases, physical description, address, and offenses.

The OffenderWatch® portal also features an email alert system that notifies registered users when any sex offender registers an address within a one-mile radius of the user’s registered address. The email alert system service has no user fees and there is no limit to the number of addresses users may register.

Georgia sex offender registry is the state center repository for violent sexual offenders. The Georgia Bureau of Investigation (GBI) is responsible for maintaining and updating the registry. The registry features a search page inquirers may use to find sex offenders' information in Troup County and the entire state of Georgia. To perform a search, an inquirer would need to provide one of several pieces of information. This information includes an offender’s first name/last name, county, gender, race, city, and offense type. The search result page would provide relevant offenders' information such as their name, photo, aliases, gender, race, year of birth, primary/last known address, and physical description. Record seekers may also help law enforcement locate absconders by clicking on their photos which are typically located at the top of the search page to submit a tip.

How to Find Troup County Inmate Records

Troup county inmates' records are accessible online through the county’s Webjail portal. The portal contains a roster of current inmates in Troup county jail and it is maintained by the County Sheriff's Office. On the portal, record seekers may review records of county jail inmates. The portal provides comprehensive information about each inmate scilicet; their full name, booking ID, physical description(height, weight, eye color, hair color, and race), offense description, arrest date, arrest agency, and bond details. Alternatively, record seekers may contact the County Sheriff's office (contact information provided above) to retrieve physical copies of inmates' records.

How Do I Visit an Inmate in Troup County Jail?

There are two ways Troup County jail inmates are visited; onsite and remote. Regardless, visitors must; schedule their visit in advance and be pre-approved for each inmate they wish to visit. Because same-day and walk-in visits are prohibited.

Onsite visits are held for a maximum of 20 minutes and are conducted in the county’s visitation center from Monday through Friday from 9 am to 7 pm during a pre-scheduled appointment. Interested persons may schedule an onsite visit online through third-party sites. Remote visits, as the name implies, may be held from any location through third-party video communication service providers.

Troup County Court Records

The Troup County resident court system consists of the county’s superior, state, juvenile, probate, magistrate, and municipal courts. The county’s superior court holds jurisdiction over all court cases. However, the superior court mainly handles cases beyond the jurisdiction of other types of county courts. The state court has jurisdiction over certain criminal and civil cases and may share jurisdictions with other courts.

The juvenile court has exclusive jurisdiction over all court cases involving minors. These cases include termination of parental rights, judicial consent for minors, and juvenile traffic offenses. The probate court has exclusive jurisdiction over probate cases such as probate of wills, estate administration, the appointment of minors or incompetent persons' guardians and conservators, and mandatory mental health resolutions. Probate courts may also handle other types of cases when granted authorization. These cases include some traffic cases and criminal commitment hearings.

Magistrate courts may exercise limited jurisdiction over some civil and criminal cases such as county ordinance violations, preliminary hearings, some criminal offenses, and civil claims of less than $15,000. However, unlike the superior court, jury trials are unavailable in these courts.

Lastly, the county municipal courts may exercise limited jurisdiction over criminal cases. These cases include preliminary hearings and municipal ordinance violations. Additionally, these courts may have shared jurisdiction with other courts over some minor criminal offenses.

Are Troup County Court Records Public?

Troup county court records are public records per the Georgia Open Record Act. However, certain records are considered confidential. Public access to these records is restricted and may only be accessed by authorized persons. These records include several juvenile court proceedings records. Nonetheless, confidential court records may be accessed by authorized persons. Examples of such persons include those authorized by a court and parties to the case.

As such, interested persons may access and review most Troup county court records by making a request in person at the local courthouse where the cases were held. Alternatively, these records may be accessed online through the county clerk of court case search portal. Although not required, Inquirers may log in to the portal using the username and password they were assigned by the Clerk of Court (this would grant the user additional permission to the portal). How to Obtain Troup County Civil Court Case Records

Troup county civil court case records are obtainable through the County Clerk of Courts. Inquirers may access civil case records online through the Civil Case Search Portal maintained by the county clerk. Record seekers may log in to the portal (as explained above). Users may perform searches with or without logging into the portal.

To perform a search, record seekers would need to fill out the search page input fields based on their inquiry details. Some of these input fields include the record’s case number, names of the case parties, CSE number, and case filing date. After filling at least one input field, the inquirer may click on the search button to perform a search. The search result would be displayed directly below the search form.

The result would list all relevant civil court case records and their details. Such as the record’s case number, case style, case type, judge, status, and filing date. Users may click on the “+” button on the far left side of each record to expand the case details. Some cases may have Image-based documents relevant to the case details when expended. Copies of these images watermarked with “NOT AN AUTHORIZED COPY” may be viewed by users. Users may purchase copies without the watermark.

To purchase these images, users need to click an image link to view the image and select either the add documents to cart option or the add to cart option. The first option would add the entire case document images to the user's virtual cart, while the second option would add only the current image. Users may repeat this process and select other images they wish to purchase. To proceed to check out, click on the shopping basket icon on the top right corner of the website. On the checkout page, the prices of each selected document(s) and their applicable processing fees. Click on the checkout button to proceed to the payment page. The user may enter their image access code and email address if they have one. Otherwise, they would need to enter payment details. Upon approval, the purchaser would receive relevant documents and the payment confirmation through their email address.

Troup county civil court records are also obtainable from the court clerk where the case was held by submitting a written request in person or by mail (depending on the court). The request must contain details about the requested record to aid the record search. These details may include the case party's names, the case filing date, and other relevant details about the case.

How to Obtain Troup County Criminal Court Records

Troup County criminal court records are attainable online through the County Clerk of Court criminal case search portal. To obtain criminal records through this portal, requesters may follow similar steps detailed above. What are Troup County Vital Records?

Troup County Board of Health District 4 defines vital records as data of life events such as death and births that occurred within the county. Other examples of Troup County vital records include marriage records and divorce records. These records are typically obtainable through the Troup County Department of Health, the county’s clerk of courts, and other third-party websites. Where and How to Get Public Troup County Marriage Records

Public Troup County marriage records are official documentation that attests to the marital union of two individuals in the county. These records are generated and maintained by the County Probate Court. Meanwhile, Copies (between June 1952 to November 1996) are sent to and kept by the State Office of Vital Records. Therefore, these records are obtainable through the County Probate Court (contact information provided above) and the State Office of Vital Records. Record seekers may either visit these agencies in person or mail in a request. A mailed-in request must include; A completed application, search fee, and relevant form IDs. Note that the search fee is $10. It is payable by either money order or certified check addressed to the State Office of Vital Records. Where and How to Get Confidential Marriage Records in Troup County

All marriage records in Troup county are considered public records. Hence these records may be requested from the appropriate county agencies and courts. However, certified copies of a marriage application can only be requested by the groom and bride.

Where and How to Find Troup County Birth Records

Troup county birth records (also known as birth certificates) are official documents that attest to an individual’s birth in the county. A birth record contains an individual's birth information. These include their full name, sex, date of birth, birthplace, and parent's name. County birth records are obtainable through the county’s Department of Health or the State Office of Vital Records by mail, online, or in person.

Georgia state laws and the county’s Department of Health regulations mandate that requesters provide at least one form of ID and identify specific documentation with their request. Where and How to Find Troup County Death Records

Troup County death records (also known as death certificates) are official records that document specific details about an individual's death in the county. These details include; the place, date, and cause of death. The County’s Health Department Vital Records Office is responsible for maintaining these records. The State Department of Public Health also maintains some Troup county death records (January 1919 to the present). Death records are accessible by certain authorized persons only. These authorized persons are typically individuals who have direct and tangible interest to the decedent. These include the decedent’s immediate family members or their family’s legal representative family.

To make a record request, record seekers may visit the County’s Health Department Vital Records Office to request in person. Alternatively, a completed request form and relevant documentation may be mailed to the State Office of Vital Records (contact information provided above).

For mailed-in requests, the Office of Vital Records charges a $25 fee per copy of a requested death certificate. Additional copies cost $5 each. These fees are payable through checks or money orders addressed to the Georgia Office of Vital Records.

The requester must also include one copy of any form of photo identification and other identity-based documentation as detailed in the Vital records request ID requirements with their request.
